A Brownfields site is defined by the North Carolina Department of Environment and Natural Resources, Division of Waste Management as an abandoned, idle or underused property where the threat of environmental contamination has hindered potential redevelopment. The Brownfields Property Reuse Act of 1997 allows the Division of Waste Management to work with prospective developers to reuse these sites. Typically a prospective developer agrees to conduct a limited assessment and develop a reuse plan for the site that protects the prospective occupants.
Harmon Environmental, PA, has assisted prospective site developers with both assessment activities and development of Brownfields Agreements. Our assessment activities have included smoke testing concrete floor areas to evaluate the potential for vapor intrusion into a planned workspace, collecting composite air samples from within facilities to evaluate potential employee exposure and collection of sub-floor air samples to monitor the air quality immediately beneath a concrete floor slab in areas susceptible to vapor intrusion.
