The Inactive Hazardous Sites Branch of the North Carolina Department of Environmental Quality is responsible for the oversight and approval of the assessment and remediation activities associated with historic and recent accidental releases of hazardous substances and pollutants. To address these sites in a timely and cost effective manner, the Inactive Hazardous Sites Branch typically solicits the cooperation of the responsible parties in addressing the site. Due to the number of sites and very limited staff resources, the Branch was authorized by the General Assembly to privatize its oversight role at lower priority site remedial actions. Sites deemed to be the most severe public health threats or concerns are still reviewed by Branch staff. The privatized portion of the cleanup program is called the Registered Environmental Consultant Program. Under this program a responsible party may hire a Registered Environmental Consultant to both conduct and certify the regulatory compliance of a site’s assessment and cleanup.
